The project "Construction and supply of the X-ray inspection complex for the control of goods transported by rail" (hereinafter referred to as the "Project") was implemented within the framework of providing gratuitous assistance to the Government of the Republic of Belarus by the Government of the People's Republic of China.
The objectives of this project:
· countering international terrorism and smuggling weapons, drugs, cigarettes, alcoholic beverages and other goods;
· improving the quality of customs control;
· reducing downtime of the rolling stock related to the need to conduct customs control operations.
The total budget of the project is 39 million yuan (about 6 million US dollars).
Project financing: the project was implemented at the expense of the gratuitous assistance of the Government of the People's Republic of China granted to the Government of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Government of the People's Republic of China on the implementation of the construction and delivery for the customs authorities of the Republic of Belarus of the X-ray inspection complex for the control of goods, transported by rail, dated June 9, 2015.
The project of international technical assistance was carried out by the State Customs Committee of the Republic of Belarus in cooperation with:
- The Chinese company “Nuctech Company Limited”;
- Brest Customs.
The project provided for the supply of equipment for X-ray inspection complex, works and services for its installation, adjustment and subsequent maintenance, design and survey and construction works, as well as training of officials of the Brest Customs to work with the inspection complex, training in the company “Nuctech Company Limited” (Beijing) on the program of maintenance of X-ray inspection complex.
Supply of X-ray inspection complex for the control of goods transported by rail was carried out by the Chinese company “Nuctech Company Limited”. Construction works were carried out by JSC “Construction trust № 8 of Brest”.
Project implementation period: 2015-2017.
Project support: the project provides for maintenance and repair of equipment within 3 years after commissioning.
The following activities have been implemented within the project:
June 9, 2015. The Agreement has been signed between the Government of the Republic of Belarus and the Government of the People's Republic of China on the implementation of the project of construction and supply to the customs authorities of the Republic of Belarus of the X-ray inspection complex for the control of goods transported by rail.
August 11, 2015. Contract was signed with the company “Nuctech Company Limited” for the “turnkey” supply of X-ray inspection complex.
December, 2015. The supply of equipment for the construction of the railway X-ray inspection complex was carried out.
May, 2016. Work started on the construction of the railway X-ray inspection complex.
January, 2017. The act of putting the facility into operation was signed.
February 14, 2017. The opening ceremony of the facility was held at the Brest-Severny customs clearance office of Brest Customs.
After the implementation of the project it is expected to reduce the border crossing time, simplify customs procedures and improve the efficiency of customs control of trains; increase the effectiveness of the fight against smuggling of weapons, drugs, cigarettes, alcoholic beverages and other goods.
