Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2007-2013 (further – the Programme) was implemented in the framework of the European Neighbourhood and Partnership Instrument (further – the ENPI), which is an initiative of the European Commission, with the aim of developing the cooperation of European Union and partner countries to ensure integrated and sustainable regional development.
Legal basis of the Programme:
Regulation (EU) № 1638/2006 of the European Parliament and of the Council of October 24, 2006 defines the general provisions of the development of a European Neighbourhood and Partnership Instrument.
The implementing rules are stated in Commission Regulation (EU) № 951/2007 of August9, 2007, which determines the rate of implementation of the cross-border cooperation programs financed by the ENPI (OJ L.210 of 10.08.2007).
The aim of the Programme: support for the cross-border development.
The programme covers the following territories:
Poland:Krosnensko-Pshemysky, Bialostotska-Suvalsky, Byalskopodlyasky, Khelmsko-Zamoyski, Ostroletsko-Sedelsky povets - as the main Programme area, Lubelski, Lomzhensky and Zheshovsko-Tarnobzhevsky povets - as the surrounding areas;
Belarus: Grodno and Brest regions, Minsk (Myadel, Vileika, Molodechno, Volozhin, Stolbtsy, Nesvizh and Kletsk districts) - a major programme area, Minsk city, 15 districts of Minsk region and Gomel region - as the surrounding areas;
Ukraine: Volyn, Lvov and Zakarpate regions - as the main programme area Rovne, Ternopil and Ivano-Frankovsk region - as the surrounding areas.
The total budget of the Programme was EUR 202,9 millions.
The Programme aims were reached through non-commercial projects within the following priorities:
Priority 1. Increasing competitiveness of the border area.
Priority 2. Improving the quality of life.
Priority 3. Networking and people-to-people cooperation.
Administration of the Programme:
Joint Managing Authority – Ministry of Regional Development (Poland);The Joint Technical Secretariat in Warsaw (Poland), with suboffices in Brest (Belarus) and Lvov (Ukraine).The Joint Monitoring Committee, which selects projects on a competitive basis and which contains the representatives of all the member states in the Programme.
