The project “Improvement and development of the system for preventing the illegal movement of nuclear and radioactive materials across the State border of the Republic of Belarus” was implemented within the framework of the TACIS Program in nuclear safety for 2005.
Aims of the project:
1. Prevention of illegal nuclear and radioactive materials movement across the State border of the Republic of Belarus.
2.Providing state control over the import and export of nuclear and radioactive materials from the State.
3.Providing radiation safety in the State.
Objectives of the project:
1.Improvement and development of the system for countering the illegal movement of nuclear and radioactive materials across the State border of the Republic of Belarus.
2.Equipment supply in accordance with the technical requirements of the beneficiaries.
3.Provision of appropriate training to interested services.
4.Strengthening of radiation safety in the State.
The beneficiaries of the international technical assistance under the project:
State Customs Committee of the Republic of Belarus;
The State Border Committee of the Republic of Belarus.
Project activities: achievement of the aim and objectives of the project will be realized through the following activities:
1. Modernization of the radiation monitoring system by supplying 7 sets of radiation monitoring equipment, spare parts and consumable materials for the equipment, as well as 12 search dosimeters.2. Supply of 3 mobile laboratories equipped with portable devices for the search, detection and identification of radioactive materials.The total budget of the project was EUR 913.1 thousand.
The project was funded by the European Comission. In frames of the project the State Customs Committee and the State Border Committee received EUR 594,7 thousand and EUR 318,4 thousand accordingly.
International technical assistance project was implemented by the State Customs Committee of the Republic of Belarus in cooperation with:
the Joint Research Center of the European Commission;
the State Border Committee of the Republic of Belarus.
Target groups:
Officials of customs authorities and border service authorities of the Republic of Belarus performing their functions at border checkpoints on the border of the Republic of Belarus and the European Union.
Final beneficiaries of the project:
Citizens of the Republic of Belarus and the European Union for ensuring their radiation safety through assistance to the State Customs Committee and the State Border Committee in combating the illicit trafficking and criminal use of nuclear and radioactive materials.
Results of the project:
1. Stationary and mobile equipment were installed, which is used day to day to detect and respond to the cases of illegal trafficking in nuclear and radioactive materials.2. Appropriate training to interested services was provided.
3. Prevention of illicit trafficking in nuclear and radioactive materials.
4. The effectiveness of customs control of nuclear and radioactive materials will be increased.

Activities within the frames of the project:
September 2012. The supplier of equipment was chosen within the framework of the project - the enterprise "Polimaster" (Republic of Belarus).
June 3, 2013.The project was registered in the Ministry of Economy of the Republic of Belarus.
October 7-11, 2013. The acceptance tests of the radiation monitoring equipment supplied under the project in the following 5 checkpoints on the border of the Republic of Belarus with the European Union: Brest, Kozlovichi of Brest customs, Berestovitsa, Bruzgi of Grodno Regional Customs and Kotlovka of the Oshmyany customs were organized and conducted with the participation of the representatives of the European Commission.
November 22-23, 2013. At the checkpoint Kotlovka of Oshmyany customs, the final demonstration exercises and the concluding ceremony of the project were conducted.
