TAIEX Programme

TAIEX is the Technical Assistance and Information Exchange instrument of the European Commission. The Directorate-General for Enlargement of the European Commission launched the Technical Assistance and Information Exchange (TAIEX) instrument in 1996. The programme actions are applied for candidate countries acceding the European Union (EU), potential candidate countries for acceding the EU and countries included in the EU's European Neighbourhood Policy, including the Republic of Belarus.

Objectives of the Programme

The Technical Assistance and Information Exchange instrument supports public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices.

The main feature of the TAIEX instrument is to focus on solving specific problems of development and integration. It requires of the administrations of beneficiary countries proactive approach, self-determination of their needs, the preparation and submission of applications and mobility, it can be used to address urgent issues.

TAIEX can provide assistance to the National Assembly, the republican authorities of state administration, local executive and administrative authorities, judicial, law enforcement authorities, professional and business associations, trade unions and employers' associations.

Forms of organized events:

Workshops: EU Member State experts present specific areas of EU legislation in workshops to a large number of beneficiary officials.

Study visits: Study visits to EU countries make it possible to better understand how to deal with practical issues related to the assistance of EU.

Expert missions: EU Member States expert(s) are sent to the beneficiary administration to provide in-depth advice on the transposition, implementation or enforcement of a specific part of EU legislation.

The cooperation of the SCC with the EU programme "TAIEX" has been initiated in 2010.

10-13 March 2014 Study Visit for customs officials in Lisbon, The Republic of Portugal “The study of the legal, technical and organizational issues of use of technical means of customs control, including prompt detection detectors of drugs in the airports of the Member States of the European Union” was held.

Currently, the SCC is actively using this instrument. During the period from 2010 to 2013the SCC organized and conducted 20 study seminars in the Republic of Belarus.

27-31 January 2014 a study visit for customs officials in Helsinki, the Republic of Finland on the theme "Customs control and prevention of narcotic drugs and psychotropic substances – smuggling at airports". 4-5 November 2013 in Minsk, a workshop on the use of Data Mining Technologies in the field of Custom was organized. 22-23 October 2013 in Minsk, a workshop on studying the member states of the European Union's best practices in the use of an integrated system to combat smuggling and customs offenses, as well as a system of risks analysis and management was held.

14-17 October 2013 a study visit for customs officials in Hamburg, The Federal Republic of Germany on the theme "Simplification and harmonization of customs procedures" was held.

10-12 September 2013 a study visit for customs officials in Munster, the Federal Republic of Germany on the theme "The system of training of personnel of customs services" was held.

27-28 August 2013 in Minsk, a workshop on studying of the experience of the member states of the European Union on work organization to identify contraband at airports was organized and held. 10-12 July 2013 a study visit for customs officials in Paris, the French Republic on the theme "The 5th conference of experts in the sphere of European customs chemists” was held.

24-27 June 2013 a study visit for customs officials in Lisbon, the Republic of Portugal on the theme "Suppression and prevention of corruption and other office offences in the framework of the customs authority system" was held.

17-19 June 2013 a study visit for customs officialsin Vienna, the Republic of Austria on the theme "The procedure of accounting and reporting for the purposes of customs control by officials, working in the sphere of customs" was held.

10-12 June 2013 a study visit for customs officialsin Budapest, the Republic of Hungary on the theme "The activities of mobile groups" was held.

27-31 May 2013 a study visit for customs officialsin Vilnius, the Republic of Lithuania on the theme "Studying the experience of control organization of the customs value in the European Union. The legal and practical aspects" was held.

16-17 May 2013 in Minsk, a workshop on transfer of the transport control functions in road checkpoints to customs authorities was organized and held.

22-26 April 2013 a study visit for customs officialsin Tallinn, the Republic of Estonia on the theme "Studying of the use of scanning systems of rail transport check in the EU member states" was held.

20-22 February 2013 a study visit for customs officialsin Ljubljana, the Republic of Slovenia on the theme "Organization of customs control in respect of goods transported by international post mail" was held.

14-18 January 2013 a study visit for customs officialsin Vilnius, the Republic of Lithuania on the theme "Information and analytical support of the customs authorities" was held.

24-26 October 2012 a study visit for customs officials in Rome, the Italian Republic on the theme "Development of anti-corruption measures" was held.

9-12 October 2012 a study visit for customs officialsin Helsinki, the Republic of Finland on the theme "Interdepartmental interaction" was held.

18-20 September 2012 a study visit for customs officials in Prague, the Czech Republic on the theme "Customs control after release of goods" was held.

26-27 June 2012 in Minsk a workshop on issues of studying the experience of the member states of the European Union on corruption prevention and combating it was organized and held.

25-26 April 2012 in Minsk, a workshop on issues of studying the experience of the member states of the European Union on the selection of candidates to customs authorities was organized and held.

28-29 March 2012 in Minsk, a workshop on issues of studying the experience of the member states of the European Union on making advance decisions on the goods classification was organized and held.

19-20 October 2011 in Minsk a workshop on issues of studying the experience of the member states of the European Union on corruption prevention and combating it was organized and held.

15 June 2011 in Minsk, in Minsk a workshop on issues of studying the experience of the member states of the European Union on establishing and introducing the advance notification system was organized and held.

26-27 October 2010 in Minsk, a workshop on of risk analysis and management was organized and held. 6 June 2010 in Brest, a workshop on the practical application of scanning system was organized and held.

Work is continued on the organization of 2 study visits to the customs administrations of the member states of the European Union on the themes:

- The study of the system of citizens informing about the queues at the checkpoints and practice of development of border and customs infrastructure, approved by the EU member states;

- Studying of the legislation governing the dog service activity in the customs services of the member states, as well as its practical application.
