
The readiness of the Law of the Republic of Belarus ”On Customs Regulation in the Republic of Belarus“ to enter into force was discussed today by customs officers and business representatives at public advisory Council
The readiness of the new version of the Law of the Republic of Belarus ”On Customs Regulation“ to enter into force was discussed today by representatives of customs authorities and business at public advisory council at the State Customs Committee.

The meeting, traditionally headed by the Chairman of the State Customs Committee Yuri Senko, was attended by representatives of customs authorities, departmental Institute, as well as business entities engaged in foreign economic activity. Today, the Council consists of more than 40 members.

The Council took place on the territory of the unique and most ambitious project of bilateral Chinese-Belarusian cooperation - the Great Stone Industrial Park, recognized as ”the best project of One Belt, One Road Initiative in Central and Eastern Europe“.

”The innovations provided for in the new version of the Law will, on the one side, ensure the unconditional observance of state interests in the field of customs regulation, and, on the other side, the implementation of modern trends for business facilitation. With regard to the new version of the Law, a conclusion on the results of the legal examination has already been received, the criminological examination is now being completed. Further, the draft law will be sent to the President of the Republic of Belarus for consideration in order to obtain consent to send the draft law to the House of Representatives of the National Assembly of the Republic of Belarus“, stated the Chairman of the Customs Committee Yury Senko.
The new version of the Law ”On Customs Regulation“ is a logical continuation and completion of work on the Customs Code of the EAEU, in accordance with which customs authorities and business have been working for almost two years. The draft law had taken into account such fundamental aspects as electronic declaration, ”single window“ system, authorized economic operators, free economic zones, temporary storage warehouses.

The location of the meeting was not chosen by chance - about a year ago, at the Great Stone industrial park, the customs clearance point was opened. During this time, more than 13 thousand batches of goods under various customs procedures have been released. The number of executed declarations of goods in electronic form is 99.5%.

CCP ”Great Stone“ is a high-tech object of logistics infrastructure that meets modern international requirements. At ”Great Stone“ customs clearance point all necessary conditions for comfortable customs clearance of goods with the aim of unrestricted import of goods and services to the markets of the Eurasian and European Unions, as well as to other regions of the world, have been provided.

Further prospects for the development of business conditions, the organization of post-customs control, the draft work plan for 2020 were also discussed at the meeting.

”The issues of improving post-customs control are not being remained without the attention of customs authorities. And now the requirements of modernity about the need to create an enabling environment for a business should be taken into account, including the preventive control activities and the use of crime prevention measures“, noted Yuriy Senko.
