State Secretary of the Security Council Alexander Volfovich visited the checkpoint «Verkhni Terebezhov» today, where he got acquainted with the recently completed large-scale reconstruction.
At a working meeting that took place on the territory of the checkpoint, the State Secretary of the Security Council, the Chairman of the State Customs Committee and the Chairman of the State Border Committee discussed issues of further improving the infrastructure on the Belarusian-Ukrainian border, improving customs operations and ensuring security.
"The Republic of Belarus pays special attention to the development of infrastructure on the border. The geographical location in the center of Europe contributes to the development of the transit attractiveness of the republic. Despite the well-known problems, our country is making significant efforts to ensure comfortable conditions for crossing the border, " - Alexander Volfovich said.
The checkpoint «Verkhny Terebezhov» was equipped in 1993 according to a temporary scheme with a minimum set of buildings and structures with a design capacity of 255 cars per day.
"A significant upgrade of the infrastructure has become a necessary step, taking into account the growth of commodity transport flows. For 7 months of 2021, 1.4 million cars passed through the customs border, which is 12.2% more than in the same period of 2020. The growth in the Belarusian-Ukrainian section was 15.6%. Today, «Verkhni Terebezhov» is one of the largest on the Belarusian-Ukrainian border, along with «Mokrany», «Novaya Rudnya» and «Novaya Guta»," - Vladimir Orlovsky noted in his report.
The main changes in the improvement of the infrastructure concerned the increase in the number of corridors for traffic to 12, respectively, the number of modules for the placement of customs and border services, the area of the building for the placement of sanitary, vet, and phyto-control services. Boxes for in-depth inspection of passenger and cargo transport have been built. The design capacity has tripled and amounted to 900 cars per day.
At the same time, due to the closure of the "Gorodische" checkpoint by the Ukrainian side, the border crossing in the neighboring Belarusian "Verkhni Terebezhov" is currently not carried out. Taking into account the convenient location of the checkpoint, the creation of more comfortable conditions for carriers, today the resumption of traffic through this section was initiated through the Ministry of Foreign Affairs before the Ukrainian side. As an alternative to the closure, the checkpoint "Mokhro" ("Dolsk") is proposed.
During the demonstration of the operation of the mobile checkpoint, which is designed to ensure the autonomous work of employees with the ability to conduct customs control operations without being tied to a permanent location, Alexander Volfovich was informed about the implementation of a promising project for performing customs operations in the electronic declaration center. Today, its participants are 23 departmental customs clearance points out of 33 functioning ones. Within the framework of the CED, 114 thousand import declarations for goods were issued for the first half of 2021, which is 50% of their total number.
"The work on improving the customs infrastructure will continue. The Government has approved a State program for the development of the infrastructure of checkpoints on the State border for the next five years," - the State Secretary of the Security Council summed up.
Analyzed the results of the work of the customs and border services, taking into account the current situation, Alexander Volfovich outlined the tasks that require priority solutions.
